A wet/dry vacuum extension is designed to let you vacuum out your rain gutters from the ground. Most online retailers and hardware stores carry wet/dry vacuum kits, while specialty stores may allow you to rent one short-term. 

The powerful suction allows for leaves, dirt, standing water, and other debris to be removed reasonably quickly, while extended hose lengths can reach second-story gutters. However, these types of vacuums are typically heavier to carry and more challenging to maneuver under ladders, while heavier debris could clog the hose and attachment.
